About TCAN
Taiwan Climate Action Network (TCAN) composes of the five most active and progressive environmental NGOs that are concerned about the climate crisis both globally and in Taiwan, the member organizations including the Green Citizens Action Alliance (GCAA), Citizens of Earth in Taiwan (CET), Environmental Rights Foundation (ERF), Homemakers United Foundation (HUF), and Taiwan Environment & Planning Association (TE&P).
To accelerate climate action in Taiwan, this initiative focuses on four core key issues to strengthen the capacity of climate advocacy:
A. Setting up an integrated platform to coordinate climate action;
B. Enhancing the advocacy capacity;
C. Building up a Think Tank to support climate advocacy;
D. Creating international outreach and cooperation;
Four task force groups are formed under the TCAN framework:

Citizen of the Earth, Taiwan (CET) is a not-for-profit environmental justice advocacy organization, combining the resources of two accomplished environmental organizations, Mercy on the Earth, Taiwan and Taiwan Environmental Action Network.
Environmental Rights Foundation (ERF) is an NPO based in Taiwan, Asia, founded due to the result of the court settlement regarding the lawsuit on the 3rd phase expansion of Central Taiwan Science Park (CTSP) between farmers and the government.
Founded in 2000, Green Citizens’ Action Alliance(GCAA) is a non-governmental organization focusing on energy and environmental issues nationwide. GCAA aims to broaden public participation through issue-based coalitions, social networks, and citizen action, and achieve the goal of sustainable lifestyles and environmental protection under the precondition of ensuring the voices of the vulnerable are heard.
At the end of 1986, the first five or six people launched the idea in a dialogue on “women should also participate in public affairs” in Taipei City. On January 6, 1987, more than 30 people gathered together and took on a commitment to “walking out of the kitchen and joining in the society”, and made a vow to become a Taiwanese citizen who “has the courage to speak up, acts swiftly, and is willing to take on responsibility” from now on. The “Homemakers United Foundation” was therefore established.
Established in 2020, we are an independent non-profit organization dedicated to promoting spatial planning that harmonizes with the environment. We provide operational guidelines, technical tools, and a consultation platform for integrated photovoltaics, drawing on international experience and the Taiwanese context. We are also actively involved in global net-zero initiatives.
