Introduction:
This forum brings together representatives from leading climate organizations in Taiwan, South Korea, and Australia to discuss the evolving process of formulating their respective Nationally Determined Contributions (NDC) 3.0. As all three countries have not yet officially submitted their NDC 3.0, this exchange offers a timely opportunity to reflect on the challenges, opportunities, and lessons emerging from their experiences.
The discussion will highlight whether the NDC 3.0 drafting process has served as a policy anchor amid growing international headwinds against achieving net-zero emissions. Speakers will share insights on the current status of their governments’ NDC 3.0 preparations, as well as their perspectives on key gaps and shortcomings that remain to be addressed.
By comparing approaches across different national contexts, the session aims to foster dialogue on how civil society can help shape more ambitious and credible NDCs, strengthen climate governance, and ensure alignment with global climate goals. This exchange will provide valuable takeaways for policymakers, researchers, and advocates seeking to accelerate climate action in the Asia-Pacific region and beyond.

- Erin Sikorsky/Director, The Center for Climate and Security and International Military Council on Climate and Security
Erin is Director of the Center for Climate and Security (CCS), and the International Military Council on Climate and Security (IMCCS). She is the author of Climate Change on the Battlefield, published by Bloomsbury earlier this year. Previously, Erin served as Deputy Director of the Strategic Futures Group on the National Intelligence Council (NIC) in the United States, where she co-authored the quadrennial Global Trends report and led the US intelligence community’s environmental and climate security analysis. She was the founding chair of the Climate Security Advisory Council, a Congressionally mandated group designed to facilitate coordination between the intelligence community and US government scientific agencies. Prior to her position on the National Intelligence Council, she worked as a senior analyst in the US intelligence community for over a decade, leading teams examining conflict and instability risks in Africa and the Middle East, and won the National Intelligence Analysis Award.

- Chia-Wei Chao/Research Director, Taiwan Climate Action Network
Dr. Chia-Wei Chao received his PhD degree in Graduate Institute of Environmental Engineering from the National Taiwan University in 2013. His research focuses are sustainability transition and industrial ecology.
Dr. Chao has been actively involved in the climate and energy policy since 2007, to provide evidence-based policy suggestions for environmental NGOs. He founded Taiwan Environment and Planning Association 2020 to establish a transdisciplinary platform to maximize the synergies between ecosystem service and renewable energy development. Since 2022, five environmental NGOs launched the Taiwan Climate Action Network initiative to accelerate net-zero policy action in Taiwan. Currently, Dr. Chao leads the research unit under the initiative. He also teaches “Pathways towards Net-Zero” at National Taiwan University and National Chengchi University.
- Gahee Han/Head of the Energy Market & Policy, Solution for Our Climate (South Korea)
Gahee is the Head of the Energy Market & Policy team at SFOC, where she leads strategies for decarbonizing the power sector. She currently serves as an advisory member of the Korean National Assembly’s Special Committee on the Climate Crisis. Prior to joining Solutions for Our Climate, Gahee worked on Climate Technology Centre & Network projects at the United Nations Industrial Development Organization.
- Leanne Minshull/ Strategy Director, The Australia Institute (Australia)
Leanne was admitted to practice as a solicitor in 1999. She has worked as a senior strategist in social, environmental, and political organisations.
She is widely admired in her field for her innovation, entrepreneurial flair, and her capacity to keep fun with everything she does. Her wide network of political, activist, business and global colleagues, her past varied projects and campaigns have equipped her with deep experience to find solutions precisely when things are in flux or disrupted, not just when the path is straight and clear.
Leanne is currently the Strategy Director at The Australia Institute, based in Canberra.
