Hard-to-Abate Sectors Emissions in Taiwan

Hard-to-abate sectors account for about 30% of global greenhouse gas emissions and include key basic industries such as steel and cement, which are essential for modern infrastructure and economic activities. Decarbonising these sectors is therefore critical for achieving net-zero goals. Understanding the composition of Taiwan’s hard-to-abate sectors and the scope of climate governance helps provide a reference for Taiwan’s net-zero pathway planning and focus policy implementation efforts.
