Session Overview:

Carbon pricing is an essential pillar of climate policy. Across the Asia–Pacific’s major emitting economies, important shifts are underway: Taiwan has launched a carbon fee mechanism, Japan is advancing the GX-ETS, Korea has entered Phase 4 of the K-ETS. Yet no country can move forward in isolation from global political and economic headwinds. On one side, the EU’s CBAM is slated to take effect in 2026; on the other, proposals such as Donald Trump’s “reciprocal tariffs” are being invoked by high-emitting industries as a pretext to delay carbon pricing.

Against this backdrop, the Taiwan Climate Action Network (TCAN) is convening representatives from Korea, Japan and Taiwan to examine the implementation challenges of carbon pricing in each country, the role these instruments play in achieving NDC 3.0 (the next round of nationally determined contributions), and how international geopolitics is shaping domestic policy design.
