Taiwan’s six special municipalities have long been the country’s principal centres of industry and electricity demand, while also accommodating the growth needs of high-tech manufacturing and emerging digital industries. As renewable electricity has become an essential condition for international supply chains, corporate ESG strategies and net-zero commitments, and the investment decisions of multinational companies, local governments can no longer serve merely as implementers of national energy policy.
